It's difficult to apply solutions when government is pretty much split 50/50 between Dems and Repubs. Obamacare as originally drafted was good legislation. Of course, Republicans refuse to agree with anything Dems want to do anymore, so we consented to Republicans gutting Obamacare just to get them to agree to something.

I would argue the biggest reason we fail is we're gutless, and yes, we're still too racist. Dems need to let some fearless POC really lead the party and stop giving in to white discomfort.
